JSDF like a lot of militaries is facing personnel issues. They need to make service more attractive to retain current capabilities. It doesn’t mean that Japan is going to war.
Japan is afraid as NK and China get more bolder by the moment, and we all knew CCP using a grude propaganda against Japan on WW2 to unite their populist, if US gone, Japan will gone poofed by NK, CN and RU
Japan already lose WW2, but if war broke out in East Asia, China definitely will make their revenge on Japan
Ironically the Real Chinese Government that accept Japan Surrender on WW2 Were the Taiwan Government, not the mainland one

Why the push for more personnel? Do they know something is coming, or are they planning to drop USA?
I’d do it if they do something similar to the French Foreign Legion. You would need to give citizenship, and a separate pension on top of the regular one for regular work.
They would have to call the French, and get their counseling like they did for the nuclear reactors.
However, because something like the French Foreign Legion service would make too much sense in a declining population, it would obviously be rejected by the administration.
As we have seen with common sense ideas, they never see the light of day.
I see japan is promoting its bold new strategy to further accelerate their population collapse
