What is the reason for so many changes? I assume you don´t have to register your car anew if the code changes.

Haha, the village of Büsigen am Hochrhein of 1500 inhabitants has its own registration code. Maybe they are taxed differently, but I find it really funny in contrast to Berlin with also only one code. https://de.wikipedia.org/wiki/B%C3%BCsingen_am_Hochrhein

Those aren’t even all. The district of Rotenburg (Wümme) used to also have [ROH for Rotenburg (Hannover)](https://de.wikipedia.org/wiki/Landkreis_Rotenburg_(Wümme)#Kfz-Kennzeichen) until the 1970ies. It’s just that there are no vehicles with this registration left so it’s not listed in statistics anymore.
