weird, is there cables going into the bins ? I’ve spotted similar stuff to this as a temporary solution to storing some monitoring hardware for traffic cameras maybe the ESB is doing something similar with some electrical monitoring hardware. Strapping them up high on the poles instead of just padlocking the bins is a new one though.

Drugs for sale. They’ve upgraded from throwing up shoes. This is more dramatic and lets the smaller shoe crews know the binmen are in town now.
