Saitama is pretty decent. I’ve been looking at property there. Stones throw from Tokyo, cheaper, has a railway museum. What’s not to like?

I’d be curious if the number is roughly the same in other prefectures or if Saitama is an outlier that draws more people with a long term desire to stay than elsewhere for some reason.
