Worldwide taxation of Canadian citizens, or at least reporting requirements, would probably soften demand for Canadian citizenship with tenuous ties to Canada.
I think the federal government is severely under estimating the amount of people who will apply. There are already 40k applications in waiting. No criminal record checks.
