Belgrade would have been glassed a little earlier.
Even though the army went into a rapid decline following the fall of communist regime there were still huuuge stockpiles of artillery shells, different types of ammo, rocket launchers, AA guns and tanks. The mofos in charge sure sold a lot of this equipment as scrap metal and pocketed the money but we still had massive numbers given our tot. size and population. With that said and considering the rough terrain of our country there’s no way the serbs could’ve pulled such maneuvre. At the very most they could’ve laid a siege in the northern parts of the country which would’ve caused them a lot of casualties from guerrilla warfare and hit and run tactics. There could’ve been some devastation on civilians and infrastructure from aerial assaults but otherwise not an overall considerable damage. To give you some perspective – if they managed to get close to Tirana which is protected by an elevated area of hills and mountains they had to pass through multiple layers of defence which are situated there. Absolutely not an easy job by far given the capabilities of then Yugoslav Army.
Just some numbers and facts. We had 600 millions bullets in the hand of civilians in 97′. Nearly all those civilians had military education. And till late 2010, after we became Nato member, we had more than 40 000 tons of cimical weapons. Try and fight that country! For sure we couldn’t occupy Belgrade but they would have done nothing in Albania. Is a famous video on internet were Serbia attack a border albanian village with Kosova in 99′. You can create an idea how the civilians were armed and their military education

If Serbia went into Albania in 1997 the international community wouldn’t have accepted that so that scenario goes down the drain very quickly. They would have been bombed and or forced back by NATO similar to what happened in Kosova.
Now if you want to talk hypothetically then yes Serbia is a much bigger country, larger population and had more weapons and a better army than Albania. That’s not to say that they wouldn’t suffer mass casualties and be destroyed financially. Albania has a very rugged terrain, a well trained general population at the time and had enough weapons for everyone to be armed. Plus they had over 1 million bunkers and massive tunnels carved out into the mountains. There’s simply no way for Serbian forces to quickly maneuver through the terrain. It would have been a long and bloody war. So without help from any exterior countries the war may more or less be a wash.
It’s hard to determine winners in wars unless the war is extremely one sided.

30y old civilians that could drive tanks, fire canons accurately, set up TNT. ( I was 16 at the time, I learned how to set up TNT out of curiosity😂😂)

Turkey would have obliterated Serbia. Greece started entering in 97, but backed down like cowards when Turkey said they would intervene.

They would have taken over in a few days as the Albanian government would be too corrupt and incapable to face an attack.
Serbia would then suffer from constant guerilla warfare from Mitrovica and Presheva to Saranda and Korca, as UCK would have tens of thousands more soldiers in its ranks, which would severely add to existing Serbian pressures from the rest of Yugoslavia. Facing the possibility of considerable escalation, the international community and Italy in particular would have intervened immediately to restore the status quo, otherwise face a few million refugees. Greece would probably call for non-intervention.
Albanians in Albania would have connected much more closely with Albanians in neighboring countries and we would have benefitted from that increased cohesion throughout the 2000s and later on. In the meanwhile, the Albanian government would have completely lost legitimacy, and either be taken over by Albanians who had proven themselves in the liberation fight, or kept in place with international support to „ensure stability“.
On second thought, considering how much Albanians would have united in such a situation, the international community would probably stop Serbia from the plan altogether, so as to keep the wall up between Albania Albanians and Yugoslavia Albanians.
If Serbia had invaded Albania in 1997, it would’ve been strategic suicide.
700k+ weapons looted by civilians. Serbian forces could’ve taken Tirana fast. But then what? You’ve got a fully armed population, impossible mountain terrain, and a guerrilla war with no end in sight.
The UÇK would’ve gone absolutely insane with recruits and international support. Kosovo independence probably happens years earlier.
Milosevic would’ve ended up in The Hague faster.

They would have fought against 7 million armed Albanians, instead of against 2 million unarmed ones. In a much harsher terrain.
