One could argue that these specific sanctions are meant to cause civilian suffering.

They got oil from Venezuela as it turned into a communist dictatorship. Cuba cannot function without external support. Russia is propping it up and Cuba is sending thousands of soldiers to fight Ukraine and die there. They also allow Russia to recruit directly in Cuba with campaigns and big false promises. This is impossible unless the Cuban regime is in on it as the regime controls everything.
Cuba is bankrupt right now. They need China, Russia, or Venezuela to give them free oil. And Russia needs something from them so it’s Russia right now. They could sign a deal with USA, but in return they likely would need to free political prisoners and let a US company control the shipment.
