Nope, it’s not minority language in Slovenia.
German is co-official language in South Tyrol (Italy)

How about western Poland?
I’m surprised Romania and Bulgaria don’t make the threshold, quite a lot of people seemed to speak German there (Romania because of Transylvania, Bulgaria as a popular second language to learn)
