    1. That is ridiculous, completely undermines the other changes they made:

      > From January, those tests were made tougher, with migrants told they needed to demonstrate the equivalent of A-level English to be considered for a skilled work visa and other categories.

      At a certain point you have to conclude this is not incompetence but politicians deliberately undermining the migration system because they know their real opinions would be unpopular. As the FT says:

      > Mainstream politicians across the West have become misaligned with the public on migration and integration.

      > Politicians and voters are generally aligned on economic issues, but the public is consistently to the right of politicians on culture
