What about straight land-line & acoustic modems? You have to cut off voice lines in order to make a modem useless…

My brother is in Moscow Russia and i am unable to communicate with them I tried contacting on WhatsApp, Steam, Gmail and Telegram but the messages get delivered from my side but there is no reply from him… What’s the possible reason?
