The only successful bombing of civilians I can think of is Hiroshima and Nagasaki, but Japan had already been trying to surrender with terms beforehand.
All other bombing raids do Jack shit to a civilian population except harden their resolve. Targeting military targets works to cripple the military, especially to cripple military responses.
