      Either Russia or China. My guess is they are both working on this kind of tech. I don’t understand why there would be so much government denial of it though.

      Once they said this was used in the Maduro captured I thought, they’ve had it all along and were testing it in the wider region, by hitting out people they had access to the complaints and effects.

      It’s strange Russia didn’t make the most of it while they were the only ones that had it.
