Norway is willing to start talks with Paris on how French nuclear weapons can contribute to the continent’s security, Foreign Minister Espen Barth Eide said on Tuesday.
„We are ready to discuss this within the framework of a partnership agreement with France. But our nuclear policy remains firm. We will not have nuclear weapons on Norwegian soil in peacetime,“ he told the Norwegian parliament .
Oslo’s willingness to start talks is yet another example of how European countries are shifting their security strategies in the wake of Russia’s attack on Ukraine and worries about relying on the U.S. following Donald Trump’s reelection.
The statement comes after French President Emmanuel Macron said on Monday that Germany, Sweden, Denmark, Poland, the Netherlands, Belgium and Greece agreed to engage with France on the country’s nuclear deterrent.
Macron said France will set up „exchange bodies at the political level“ in the coming days with the seven nations. Cooperation will include allowing European allies into French “strategic locations,” joint exercises and, ultimately, potentially deploying French nuclear-capable Rafale fighter jets in other countries on a temporary basis.
Eide said nuclear talks would be part of negotiations on a strategic defense agreement with France. He said Norway — one of Europe’s most U.S.-friendly countries — would also cooperate more closely with other countries, including the U.K., Germany, the Netherlands and Poland.
„This is part of our hedging strategy,“ he said.

It’s an interesting situation, Norway is an example of a current trusted nation. Hungary is an example of one that is not currently.
So I do see nukes growing in ownership, I do wonder what will be considered okay and not okay and how it’ll be enforced. Many nations could develop nukes today, Japan, South Korea, Germany and many more wouldn’t have issues. They’ve not went with it for good reasons, so what happens with a ‚bad‘ country goes for one? will we expect more Iran situations?
A complex issue, it’s not as black and white as many suggest.

If Macron succeeds in putting this in place, he will remembered favorably. Not by France though, they always hate their president.

The UK, Germany, Poland, the Netherlands, Greece, Belgium, Sweden and Denmark have already signaled interest in France’s new “forward deterrence” concept, which would involve cooperation with the French nuclear deterrent.
Finland also appears interested and now Norway as well.

For now what it means is a participation in the French [Poker exercise](https://fr.wikipedia.org/wiki/Poker_(exercice_militaire)) where the French Air Force’s strategic air forces do military manoeuvres four times a year to simulate an aerial nuclear strike. Sometimes this also involves the French nuclear air and sea force ([FANu](https://fr.wikipedia.org/wiki/Force_a%C3%A9ronavale_nucl%C3%A9aire)) in this exercise.
And then potentially deploying French nuclear-capable Rafale fighter jets in these countries on a temporary basis.
The French pre-strategic deterrence role is delivered via airborne nuclear deterrence so using the [ASMPA-R missile](https://en.wikipedia.org/wiki/Air-sol_moyenne_port%C3%A9e).
