No country should be able to fine another for what they do or don’t do in their country. Barring extreme examples, this just seems like an overstep of sovereignty. They threaten each other with nuclear arsenals, send petro powered flotillas for political demonstrations, etc. I doubt Portugal is the leading cause of climate change.
