Whenever I see something of this kind, the explanation seems to be „Formula 1 race track“. I could be completely wrong, but with a bit of imagination, these could be the northern and southern parts of the Nürburgring layered atop of each other.

I have absolutely no clue about racing stuff and I might be extremely wrong, but well, it was the first intution and might provide a starting point for further research.

Looks like a *Karneval* Fool, perhaps? Eye mask and a fools cap, if you squint your eyes. Perhaps a *Fastnachtsgilde* badge of sorts?
