Western Canadian Select is up a dollar since Friday. Alberta’s bitumen is a specialized market. Refineries can’t just switch over to it to replace what can’t make it to through the Strait. I don’t know the numbers but I’m pretty sure this article is somewhat optimistic. The paper wouldn’t be trying to take the edge off the budget outlook on Smith’s behalf, would it?
