The only people who have to take the test are Americans or are from countries with probably more lax road rules to start with. Most developed nations is just a matter of translation and payment.
I know plenty of Americans who have had to retake the test multiple times so perhaps the test has issues or flaws though.
Certainly the standard of driver that gets produced domestically out on Japanese roads can be uuuuuuuuuuhm shall we say interesting.

As far as I know, they have never shared what problems you failed. So who’s to know whether you really passed or not.

How does it compare with the pass rate of a Japanese person taking the Japanese test?

I’m surprised it was as high as 30% to begin with. The first time I took it I had to wait for at least 12 people in front of me and tried to follow their progress around the course but they all failed and had to stop early. Then when I took it, the two other people in the car failed immediately for not checking things properly. I made it to the end, thinking this meant I miraculously passed, only to find out I failed too by not getting enough points because I didn’t get close enough to the curb when making left turns.
