    All the local data I’ve seen shows that the India government determines that an installed latrine solves the open defecation problem, when in reality a combination of maintenance issues and general reluctance means that the problem is much higher than the government would have us believe.

    It was one of Modi’s major campaign promises, and he has decided it will be successful whether it has been successful or not.

    This is not to undercut the tremendous gains that HAVE been in sanitation access since he became PM, because it’s definitely been a priority area, but it’s not as rosy as they would have the world think.
