Unsurprisingly for this PM and this government, this does not make any logical sense at all.
If she is concerned about „fairness“ between those who did, and those who did not, receive scholarships then the only logical response would be to not grant any scholarships at all so that it is fair and everyone is equal. Or, alternatively, make university free so no one has student loans and thus no one needs to worry about student loan repayment.
Until that happens, there will *always* be a lack of „fairness“ because you will always have people in different situations.
