If this was composed for Bannon, during Trump’s first run as POTUS, then the list was composed FOR Trump, which is my guess on why he’s not on it.
I’m under the impression that it was Bannon that ordered the hit on Epstein and this list was to throw as much attention away from US persons of interest as possible, while also sniping Trumps mortal enemies like the Clintons. Gates doesn’t make the cut because he (he’s good with computers) is/was an asset.
