I’m strongly pro-gun, and I agree that RPALs/PAL should remain limited to Canadian citizens and legal residents.
That said, I don’t oppose structured programs that allow for hunting tourism through properly licensed outfitters, or controlled access for foreign visitors to use rental firearms at licensed ranges. Those activities can be managed responsibly without expanding RPAL/PAL eligibility.

I don’t see the reason for this change unless the authorities aren’t doing their jobs. Are they not subject to the same background checks as the rest of us? If not then they should be.

What could possibly go wrong here? Why would „International“ students need or be eligible for gun licenses, or for that matter need to purchase or possess firearms in the first place? They are here to study in school and aren’t expected to be staying in Canada long. Most are claiming they don’t have any money because of the high fees they have to pay the schools and need to work 40 hours to make a go of things.

I am a huge gun control advocate, but something is odd here in the story because the people mentioned used illegally obtained guns….and this ban wouldn’t help stop the extortion cases. (Which are terrible)
Anyway, temporary PAL permits etc have long been given to people coming on hunting trips and people practicing and competing in sports like the Olympic biathalon and Olympic target shooting competitions. (Some are intl students on scholarships, others are on work permits here in unrelated jobs)
And all of them have to follow Canadian laws of licensing and storage. (And laws for their home countries)
So if you want to host an Olympics or international sports competition ever again…we kinda need to leave that exception in.
Not to mention police and armed forces from other jurisdictions who are seconded here for various reasons like studying criminology or forensics at a University or planning and training for international missions, studying at the Canadian Armed Forces College, attending conferences, or work on diplomatic security staff.
Lots of reasons.
And again, all of those people have to qualify for permits in their home countries and follow Canadian laws while here.

Why? You don’t even need to reside in Canada to get one, no should you if we are going to require folks to have a license. (It should be open to anyone who wants to fill out the app and pay the fee)
Lots of international students were part of my university gun club. They were good people.
(Note for non resident pal holders, it’s basically just Americans who have pals without living here since I think it’s a little cheaper then to pay the fee at the border each time they bring one up, if they come at least once or twice a year.)

I am an ex international student and I did my PAL certification with the addition background check from the local police department. I don’t get what the big fuss is about? The system works when law enforcement is enforcing it. Anyone who breaks the law will get their guns taken away under the conditions of a PAL. If they are so concerned with the criminals abusing the system maybe put up tougher background checks for visa applications.

If people with licenses are committing gun crims, I’d argue that’s the fault of the licencing program, not who we let take the program. This seems to be an argument without much support of facts. If there is statistically a large amount of gun crime being committed by non-citizens with gun licenses, then it might be worth looking into. If there is no such stat, this is useless virtue signalling towards „immigrant bad“.
