      Even if they were, it’s none of Russia’s business. 

      Or do they suddenly plan to honor the Budapest agreement and GTFO of Ukraine?

      They were armed nuclear before russia promised territorial independence. Russia broke the promise so re-arming is just fair isn’t it.

      Oh you mean they are dishonoring the agreement that Russia dishonored by invading Ukraine in the first place? Ohhhhh nooooo! It’s almost like Putin is being held accountable for his actions.

      Unfortunately this is probably not true, and more likely an attempt (as the article suggests) to shape narrative and justify their own military escalation.

      Russia promised to respect Ukraine’s borders in exchange for its nuclear weapons (Budapest Memorandum). Let Russia not talk to us about other states‘ broken promises…

      What a pity that everything Russian sources say is wrong. I WISH France and tbe UK armed Ukraine with nuclear warheads. A few hundred might do, a thousand would be better.
