Considering how much Trump seems to be able to do without Congress approval and the crazy high bar it is to actually remove him from office I am honestly not sure that mid-term will change much.

Well, tariffs imposed by the US government were paid by US importers. There was no indication that Canadian producers dropped their prices to compensate. I don’t think he’s talking about a refund for the counter-tariffs imposed by Canada because that was voluntary. Point is, it’s a nonsensical thing to say unless your goal is a cheap and disposable sound bite.
