How do they plan on stopping open-source deepfake models?

I think its great that governments are trying to clamp down on this kind of stuff. It’s horrendous and vile. And at the same time, I cannot help but feel as if the measures they are proposing are ineffectual, and will result in complexity for the sake of compliance while being enforced selectively and perhaps punitively.
While any and all measures should be taken to combat CSAM, the other type of imagery they are trying to clamp down on (IIA/intimate imagery abuse as the article calls it) seem to be a result of a fundamental shortcoming in society’s attitude towards data hygiene. I feel like it is relatively easy to not share intimate images with the wrong people, and the fact that it happens so often should be addressed before any complex technical and legislative measures.
I don’t know much about whether that’s actually happened, or whether that’s actually feasible, though. Perhaps this is the right approach. I just hope it’s not a another step towards less free speech and more surveillance.
