He is probably just talking about shifting the tax burden onto the middle class while destabilizing our southern neighbors and bombing brown people in the east.
Then get people to vote for it a second, and third time.
If someone can’t provide a verifiable citation for where / when he said it, then the answer is almost certainly no.
