I would think it depends on who’s kitchen it is. If the kitchen is part of the appartment, I would think the landlord is responsible. If the kitchen is part of the lease, part of your rent is for use of the kitchen installation. Then it’s your landlords responsibility that you can use the kitchen as intended.
If the kitchen is yours, then I would think it’s your responsibility to make sure your installations actually fit.
But that’s just my best guess.

If the kitchen is property of your landlord and rented with the apartment, it’s his problem.
If its your kitchen, it’s your problem and you may have to move your dishwasher.
Had exactly the same issue =). Luckily for us, we were able to change the angle of dishwasher just a bit, and it was enough to give us extra millimeters. Based on your photo you need more millimeters as it was in our case.
This is a you problem, as you should’ve checked the door clearance before buying and installing the dishwasher.
Lower the dishwasher if you can. Or find one with a lower door.
Those meters are weldet to the heating. Moving it will not be easy.

Is there a possibility that you could slightly turn the dishwasher to the left so it opens a bit obliquely?
Write to your energy supplier and ask if they could move the part a bit to the right.
This measurement thing can be removed and fixed elsewhere. I had a guy coming to install one at my place. It is pretty straightforward. Not sure if you are allowed do it by yourself though.
