The IMF has a bit different list but the ones above are kiribati, marshall islands, ukraine and dominica so yeah saying Finland is #1 can be said to be correct.
And at the same time people want even more government spending!

Funny. Norwegian conservatives are always on about how much more efficient the Finnish public sector is.
