Completely untrue in every aspect. As in every historic conflict on an industrual scale, quantity matters more than quality. Russia just had the problem, it’s no longer a tank war but a drone war.
Other than that both sides fight with the same tech level. Ukraine has the advantage of defending, modern western intelligence and more doctrinal flexibility …. but that has nothing to do with the articles claim.
Russia could have won in the first weeks, if it used a greater proportion of its army AND provide good enough logistics. Their amored land fleet would have been totally adequate in manoevre warfare. No it’s all trench war and drones.

The United States Army always knew that most all Russian and Soviet weapons are inferior to their Western counterparts. We proved that on the ground in the first Gulf War and in the skies over Vietnam.

Most Russian troops on the front lines were lied to along their way. That’s not a recipe for fighting hard. A study of US draftees in Vietnam showed roughly 25% of draftees returned from firefights having not expended any ammo, EVEN WHEN BEING FIRED UPON. If guys really don’t want to fight, they’ll find ways not to.
