Was a very unique government, an emperor at the top of a constitutional empire with sub-national monarchies retaining local laws/military forces while still swearing fealty to the emperor. Essentially a modernized version of the Holy Roman Empire

Bavaria was autonomous in everything except international politics. It even had its own army, completely separate from the imperial one (in terms of hierarchy, uniforms, etc.).
It even considered going to the peace negotiations on its own and asking for a piece of Belgium for itself in order to have an outlet to the sea independent of Prussia!

Funny to think that my little city (Oldenburg) and its surrounding area was basically its own country, not very long ago
