Every person in the administration who claimed ICE has complete immunity for their actions should be held accountable for the behavior of ICE.
Because many of the ICE agents were stupid enough to believe that.
The lowest person on the pole is the one that gets blamed the most.
The higher up you are, the more you can blame the underlings.

Because the people at the very top delegate tasks to useful minions, whom gleefully carry them out. And when shit hits the fan, which was inevitable or even desired in many cases, those gleeful idiots will take the fall.
Go ahead and fire Noem, Miller. Jail them, even. Guess what will happen. Will they table the program and terminate ICE? Or will another gleeful idiot step in to the role and continue the exact same mission and scope?
Until the gleeful idiots stop taking the job, or the law and lawmakers start holding the people at the top accountable, this cycle just goes on and on.
Noem said last week everything she did was from Trump and Millers’ orders. Miller is an advisor to the president, how the fuck is he giving “orders”?
