Correct. They’re called „Varebiler“ and comes with restrictions such as that you can’t remove the bulkhead between load compartment and driver compartment etc.

It just shows that its taxed as a van (lower than 5seater), no restrictions on who can own or operate.
I think its at 10years old you can convert it to regular plated with rear seats without paying tax.

My 84 year old mother-in-law drives one (only in summer and only very locally though…), so yeah, anyone with a regular drivers license can drive one.

Another thing to keep in mind is that you have to stop at weight stations for vehicle inspections when the sign is up (unless it says „over 3,5t“)
