Why are there so many in Canada relative to their Desi population? Did Canada specifically target Punjabis for immigration?

In Canada, the Indian diapora is disproportionately Punjabi speaking Sikhs, most of them came to Canada in late 1980s as refugees due to 1984 anti Sikh roits in India.
After the assassination of then Indian prime minister Indira Gandhi by sikh separatist movement aka Khalistan(Sikh homeland) movement. Basically, Sikhs want to separate Punjab state from India and turn into country for Sikhs.
Canada as largest Sikh population in the world, outside Indian state of Punjab. Cities like Brampton and Surrey, punjabi is most spoken language.

I’m a big fan of my Sikh homies in MI but I find Canada’s immigration policies odd, specifically that they allowed so much of one specific ethnic group
