The United States had two advantages that come to mind when it came to innovation: the best education in the world and the best incentives to come here to start your million dollar idea. The government has consistently attacked higher education, making an example of our most prestigious institutions. If even Harvard and the UC systems are defenseless what are other less well funded institutions to do? Why would the best and the brightest come to the US where the local population hates people that look like them and the US is actively sending goons to target immigrants?
Meanwhile, other countries are creating more visas for top tier professionals and are investing heavily not only in their educational institutions but also to allow their populace to attend said institutions.

Man, who cares? What does it matter if China wins „the AI race“?

Well yeah. US has become a hostile environment for science research during Trumps involvement in leadership. The demonization of higher education and science is a brutal hit to the long term health of US technology.
