These oil companies aren’t going to invest tens of billions each to rebuild Venezuela’s oil infrastructure when there’s abundant and cheap oil and little profit, especially with the hassle of refining it. Didn’t sound like ExxonMobil wanted in anyway. The oil companies aren’t maximizing output from US wells & leased land cause the price per barrel is already to low for them to reach the profit level they want. Why the hell would they want more Venezuela oil on the market that will push price per barrel even lower? Supply & demand is maybe something Trump hasn’t figured out yet.

It is low grade oil – useful for asphalt, lubricants and plastics. It is a bitch to refine it to kerosene and gasoline, with low yields and a lot of black tar to dispose of.
It is located in a logistical hellhole with many armed factions and an unstable corrupt government. Oil companies could lose billions on reworking the old wells they had before. Oil workers would need to be housed in guarded compounds.
Trump is talking about the US taxpayer paying 100B$ to pay for development, with promises of oil / gas in a few years. Congress would have to approve that expenditure. That’s gonna be a hard sell.
Any stability Trump promises will be re-evaluated in 26 and certainly 28.
The Republicans just voted with the democrats to block Trumps emergency war powers, so he can’t in theory deploy ground troops without congressional approval.
There is currently an oil GLUT with oil currently around 60$ barrel. The oil companies don’t need more supply, they need more consumption.
