I kinda feel like the solution is simple.
Change the default position.
If you use an R18 porn site such as twitter, you obviously consent to seeing porn.
Its as simple as that.
Twitter is not for children anymore and the governments just need to legislate that twitter now needs to display an R18 greeting and redirect.
1) Issue warning for not showing site entry prompt under existing law, or implement a law to that effect.
2) If twitter does not immediately comply, implement technical block via ISP networks
That may incentivize twitter to change the way their platform works if they want to regain users under the age of 18.
