Well, if they’re naturalized or, a crazy person helping a foreign power with the intent to spread malicious intent, then I can see a reason for it but, without trial, the burden of evidence must be significant for that. Even the USA has to go through a chain of legality before indiscriminately bombing a country.

Start with China’s network of secret police stations.
It’s literally how normal citizens are coerced into doing espionage.
Name one country where this hasn’t been the case.

Why I can’t help but think that this will be used and abused? And God knows what they will decide as “spying”.

Japan is undergoing a 1:1 replica of the 1980s defense debate, except we no longer have people like Nagai Yōnosuke or Kōsaka Masataka contesting the Gaullists and restorationists seeking to destroy postwar Japan as a civilization. Back then they used the „Soviet threat“, today they use China. Remember that an anti-spy bill much like the one Takaichi’s government will submit soon was submitted in 1985 and it failed against public opinion. These people want to destroy the Japan we know and love, the Japan that clearly is different from all other countries in the world by turning it into another security-obsessed overreaching state with little to no welfare institutions. Learn Cold War history, especially the „New Cold War,“ today more than ever.
