Sport is a game of entertainment that is sometimes, but not always competitive, with various levels of direct and indirect incentive.
This is not a game, you are not being paid for entertainment purposes. The government are civil servants, not athletes or coaches. Not even the front office.
Even if this metaphor worked, what coach leads their team to hurt the fans (this includes all citizens, not just the boot licking ones that think this is a way to win).
