But the nuclear plant may need a neutral operator until an internationally supervised referendum is held. I would prefer the IAEA manage the plant as a neutral operator.

Russia does not have the expertise to run the reactors. Ukrainian engineers refused to help them at gunpoint. Hence, it has been shutdown. Now Russia is attempting to obtain the required expertise from usa.

Sometimes you need to put a really expensive option on the table. If Russia really cares about Ukraine not having it then so be it. They control it they can blow it up, it is very unfortunate.
A nuclear disaster is a European wide catastrophy.
I would suggest:
1. The NPP is dismantled and sent to Russia in parts. Funded by Europe, Ukraine and Russia split according to GDP.
2. With that on the table: Europe and Ukraine make bids to buy the NPP and a suitable land corridor or complete territorial control.
