Intended for brass instrument valves? In that case it would be ventiilihuopa. These ones for example are for trumpet:

I buy Fender felt washers sometimes for my guitars. Music stores carry them.

There are many possible answers depending on the use.
If those are for medical use they would be called ”huoparengas, pyöreä (Hansaplast)”
