He is calling for it because he knows they will never do it
Very weirdly phrased letter and if they wanted to use these files for insinuation why did they fight so hard to keep them hidden?

Why doesn’t he just tell everyone what he knows? He was there too. He’d rather call their bluff knowing nothing will be released.
