Oh, what blatant incompetence. Belarus and Russia voted, but the rest of the Soviet republics did not?
Go back to school, this is not right.
Typically I think of red as “no” and green as “yes” though this might be cultural, on this map they are almost reversed which is confusing. Also the 3rd colour is almost identical, it should be yellow or black or something like that.
