So California state laws have a lot of pull in nationwide corporate policy. You draft up a bill for a state senator that would greatly damage an industries bottom line. (Example: Online retailers being liable for third party sales. So a lithium battery from China blows up Amazon is liable not the manufacturer) Buy shorts/puts then bring the bill forth. Use media connections to spread doom and gloom. Sell for profit. Then use back channels to secure the votes against it. Buy calls, vote the bill down. Profit twice.
