Its not envisioned by Mustafa Kemal. Its issued by the last term of the OTTOMAN PARLIAMENT. THE OTTOMAN PARLIAMENT IN ISTANBUL. Not in Ankara based assembly. Later Mustafa Kemal acknowledged the decisions but not pursued them.

Would these borders have caused more or less problems? Cause the (non Iranian) Kurds and Turkmen would be entirely located in Turkey and never partitioned between Iraq and Syria
