In today’s news of Leopards ate my face, DPFP has proposed Empty Homes Tax, as like the one already in Kyoto. The taxation will be up to the cities and municipalities and could be implemented as early as 2027 or 2028.
The core motivation was – once again – foreigners. „Restrictions on Foreigners buying Mansions“ was a hugely popular talking point this political season. Surveys showed as high as 80% agreement on whether such restrictions should exist.
However, since Japan has WTO/GATS restrictions, **all laws on real estate can’t discriminate based on nationality**. As such, DPFP has proposed a blanket Empty Homes Tax.
Who gets affected? **99% of the empty homes owners are Japanese**! Namely Akiya owners – those who inherited land or homes from their parents. While specific policies are still to be discussed, this will likely push many Akiyas back into the market and lower prices.

OMG, imagine if the market becomes flooded with empty properties at rock bottom prices and more foreign influencers start buying them up…..!
I mean, I don’t care if they decide to do that, but I assume that this change in law was popular among those who want fewer foreigners in the country not more…
