Known as the Skipper, this vessel is registered in the Marshall Islands (a flag of convenience) as being owned by Triton Navigation Corp, a shell company for Russian oligarch Viktor Artemov. As a result, it was sanctioned by the Treasury Department in 2022 (during the Biden administration). It has very much since been operating as part of the shadow fleet, and shipped crude oil to sanctioned states like Iran and Assad-era Syria through typical sanctions-evading methods such as dark ship-to-ship transfers and AIS spoofing.
The seizure occurred while the Skipper was flying a false flag, the Guyanese one (since it is actually registered in the Marshall Islands). A federal court had granted a warrant for its seizure (making the operation permissible in domestic law), and as a falsely-flagged vessel, it is treated as stateless and can be seized by *any legitimate nation* (making the operation permissible in international law) on the high seas.
