Is Trump saying the US will stop allowing Europe to purchase US manufactured weapons for shipment to Ukraine? Is the US saying it will stop sharing intelligence with Ukraine? Is the US saying it is going to drop sanctions and normalize relations with Russia? Is they US saying it is going to start selling weapons to Russia? Is the US going to start sending military advisers to Russia to assist in the invasion of Ukraine?

I believe he has already been actively turning the tide against Ukraine, just look at the timeline of when Russia started to make gains again. If not purely by his statements from the beginning that indicated a lack of support for Ukraine and thus stimulating Russia to double down and increase activity.
