
Der Bezirk Shibuya in Tokio verhängt in der ersten Verordnung dieser Art eine Geldstrafe von 50.000 Yen gegen Convenience-Stores und Verkaufsautomatenbetreiber ohne Mülleimer: „Wir wollen, dass diejenigen, die Produkte verkaufen, die Verantwortung bis hin zur Müllentsorgung übernehmen.“

I like the intent behind this, but as rare as public trashcans are, I see these filling up real quick all sorts of random garbage.
That’s because Shibuya has garbage everywhere. There one corner of Shibuya crossing that constantly has garbage piled up. But instead of having city trash cans…..this….
All conbinis in my area have bins, either outside or inside the store. The problem is, people come and dispose their garbage there without even purchasing goods. That led some store owners in other areas removing their bins because they quickly filled up. Signs state that only items bought at the stores can be disposed into the bins but people are just dumb and ignorant.
Even though conbinis in Shibuya would install more bins, people still would throw away their trash that wasn’t bought there but the store has to pay for the garbage collector and the fee gets higher and higher.
I was surprised that Kyoto has installed more trash bins in areas that sees a lot of visitors. More are planned to keep the city clean, Shibuya could do the same as well instead of imposing fines.
( starting from April 2026, 15 municipalities are going to impose fines between ¥2000 yen and ¥5000 yen for littering in public spaces. )
If they really cared they’d put out a few city maintained bins.
Utterly ridiculous for the city office to toss its responsibility to the businesses.
Be pragmatic, install more bins and stem the trash problem.
