Strikes me as pretty laughable to suggest that we (the UK) were ever dominant in the Atlantic in modern times.
In any case, it’s hard to look at the bulk of military spending options without considering how much more efficient it is to just hand it to Ukraine so they can just blow up Russian military and economic assets directly.
There’s a balance to be had and we shouldn’t be defenceless, but this is a rare time where seeking dominance outside British and Irish waters isn’t the best use of our time or money. We should be hitting them where they’re already bleeding.

Tbf before the 60s, we had an empire, which aside from bring wealth to us, also meant we needed a large navy for defence of it.
The realities of the world changed, including how much was available for defence, and how much was available to replace aging ships.
Not only that, but we had industrial capacity to do so back then that deindustrialisation has stripped us of now.
The past 30 years showed a role for a smaller navy because we never saw any potential conflicts arising that would become a threat to us. That has changed. Our ships are remarkably advanced… but that also means they’re expensive to build, maintain and upgrade to keep at the forefront.
Type 45 destroyers cost £1bn each. In 2000 when they were being planned, we were going to get 12 of them. We’ve got 6 instead. We’re aiming for 8 Type 83 destroyers as a successor, but they won’t be in service until 2030.
The Type 26 Frigate isn’t cheap either since it’s purposes are more advanced. We have 8 planned. The Type 31 Frigate is more general purpose and cheaper but we have 5 planned. All at once. It’s expensive.
Our strategy is towards missile destroyers, frigates and a couple air craft carriers, rather than battleships and cruisers.
Especially when the narrative is that we’re raising taxes or cutting other budgets. Doing that to spend more on warships isn’t publicly popular.
