Any time “Strategy” is mentioned with regard to Trump it’s hard to look at it as anything more than sane washing dribble.

He cares about his ego being placated, enriching himself and his cronies, and making Obama look bad (basically in that order.) you can explain almost any policy action he takes through that lens.
