Roblox has been banned in some schools in the city of Buenos Aires. Is that the reason Argentina is orange?

I usually don’t like any firm of censorship but Roblox brought this in themselves.

What is the definition of banned in the red countries? Because I know for a fact that it’s perfectly accessible in some of those countries (and without VPN)
